One thing definitely works; get the other person killed near a doorway and then walk through the door to the next room.
Other than that, I think the chain just randomly breaks, or you might have to sleep, I really can't tell because I was chained to guards on several occasions but it usually only lasted for like a couple minutes during nap time.

the chain and the handcuffs automatically come off after long enough, but you can speed it up by killing the guy you're chained to (and being taken to court) or getting beat up so badly you get hospitalized. i have had a court case end and send me back to the chained corpse once but usually the problem is fixed after i've been teleported away.
