Food cart vendor purpose?

Is there any purpose to the food cart vendor at the start of the Humanis Policlub mission?

The thing is, there are vendors who sell mission items. I was wondering whether either item that vendor had was in the same category. If not, why waste development time doing more than putting them in place?

Roleplay is reason enough to spend the development time. Its about establishing the locale. She's really no different than the dwarf and troll just up the street from her. In fact you could argue the entire map just exists for flavor during that scenario since no fighting happens on it.

(Though the one of the new Director's Cut missions does reuse the area later)
