i think, there is one specific dialog option you need to chose before all these things.

nah, just my insight on this achievement being so... hard to achieve.
it seems like every source left out this detail.
after doing all of the above. i finished playing through the whole game.
after the end battlae all the stuff with vauclair and firewing, I then exited the facility and proceeded to the epilogue.
after the debriefing with my team,
I spoke to Eiger one last time and she asked me to make sure the next job has nothing to do with dragons.
I said "done and done" and bam, i got the achievment....i dunno if this might help others that want the achievment and coudn't figure it out
