They're two different stories and so. Not much in common, but there was enough improvments in Dragonfall & Hong Kong that going back is rough.
That said, I would recommend looking up the basics of gameplay if you're starting with Dragonfall. Since it started as DLC, there's no tutorial or anything like that, so it may take a while to figure out all your options and how to play most effectively.

3. Yes, it's improved much. Going back to Returns can be uncomfortable, but I wouldn't say tough, especially since you'll be more or less proficient in genre after finishing Dragonfall
I decided to play the games in order of their releases, since I can see the series' natural growth and evolution, plus I get the tutorial/introduction I might be very thankful for in the end.
Also considering getting the old Shadowrun RPGs on Super Nintendo and Sega Genesis. :)
@op: read ingame help screens VERY carefully. they're super condensed but ton of info's right there.
With my memory though I only noticed it because I played HK first haha
