You need to destroy the lower part of the big central ribcage of Mk3 and Mk4 Quadrupeds.
The part is very resilient, it needs the majority of damage dealt done to only that part in order to drop.
Video demonstration of the part breaking and getting the item:

I'd be surprised if it had any component damage module tied to it. As for what it is weak too, it's weak to whatever that abductor is weak to so Ice should work nicely. You can also throw Debilitators at it or use a web gun...
it's like 60% of the target's health on the part that takes the least damage.
every single time I've successfully broken the piece and gotten the part, i lose via time frame irregularity timeout during citizen extraction phase. every time I've successfully completed the mission, it hasn't given the part.
I even went and made an electric Dragonfang, just for this single part, in hopes it'd get gimped less than MG and Phalanx.
Worst 5 hours of the game by far. At least getting fined for not trying to sleep when I don't have permission to sleep was funny.
Pick a mission with just the quadroped and no other conditions and shoot it's belly with your MG. Throw some debilitators at it periodically if you have to, maybe some frags too if your guns are under level 5 and you should get it, you'd definitely get it with an ice weapon.
I don't know what you thought electricity was going to solve that a binding thorn or a guns innate ability to shoot moving targets at a range wouldn't solve, but if you are after parts you want ice or will'o.
Your personal failures are not the games fault.
Electric is because the non-elemental abductors are will-o element so they're weak to electric damage, so I froze it with an ice mg and then used dragonfang, and I used a binding thorn this time too. I might just not be used to the DFang anymore since I haven't used it in a while? But that's not really my annoyance:
My annoyance is this particular part being excessively annoying to detach.
Curiously, despite being code 8, there are no showdown missions with just the mk4 dog, so all I have is the code 7(?) 5-ditizen reclamation to farm it on
Honestly, I'm not sure why I ever left that weapon series.
Phalanx wasn't bad in dismantling arm pieces, but Dragonfang... My precious baby; my first love, I have returned.
