There is one common thread here: all the people in this thread thus far have listed Nvidia GPUs.
Like you, my experience has been mostly flawless (even down to the fact that my only stutter/frame drop moment was when I pulled the citizen from the Abductor in the training mission rather than the one with Julien). My PC is built with an AMD CPU and GPU, so I wonder if this is largely an issue with Nvidia GPUs.
I am also using an Nvidia GPU however, and as stated previously the only issue I had was pulling Julien from the abductor. I don't really see a common thread between the hardware listed so far, so i can't help but wonder if there is a common issue somewhere within the operating environment of everyone here.
The windows version thing earlier was a lightbulb moment but ended up being a dead end by the very next reply. The thing with software is that it could be a million different things. is everyone with issues running the same performance monitoring software with an overlay function? Are they all running a third party antivirus? There is just to much to explore.
i will say that I do not run any third party antivirus or firewall or anything else. The security suite on my pc is bog standard windows defender. I have nothing overclocked, have no overclocking software suite installed or any hardware GUI installed honestly. The only overlay active is the Steam overlay.
I am playing with an Xbox controller, whatever the current version of it is called, and am using whatever steam input defaults to for this game. I have no other hardware connected beyond a mouse, 2 keyboards, a Schitt stack, two monitors and an oled tv.
I still think it may be the 24H2 update, cause stutters of 3 frames isn't muuuch... The stuff that I've experienced is freezes for a second or two, frames dropping down to 1 before returning to normal for roughly 5-15 seconds in between drops.
Can you still roll back windows updates? I honestly haven't had to deal with that in a long time. You are making me want to turn off automatic updates however.
This seems to suggest that the newest version of windows has issues with EAC. I would offer to update and check, but I'm not that noble and I want the game to continue running perfectly fine on my pc. Sorry folks.
For me, I've never been on this problematic update, I'm using AMD, and I've had performance issues here and there where I'm consistently getting large stutters every 5-15 seconds during missions with 60 fps gameplay between.
No crashes, but it makes it almost impossible to play without getting killed during the unfortunate timing the stutters want to hit me. I think I had one session where I didn't have this issue (for some reason), the other two have been brutal. Hoping a patch comes to fix it.

My game runs perfectly except for a bug when I interact with the Screen inside my Cell sometimes (The game keeps running, idle animations are still running but the Screen doesn't show any options, it's just my character stuck there and I can't cancel, so I have to reset the Game).

I've seen many comment that they are on Windows 10 and the game runs fine, but none that have said it doesn't, so make of that what you will.
The 24H2 update was actually frozen by Microsoft after it was discovered how much 3rd party software it broke. I have automatic updates turned on, but luckily these updates go out in waves and it was frozen before it go to me.
