Of course it is, nearly any game can be modded. Will it have a modding scene? I highly doubt it. While I absolutely love this game and have since it was released on the Vita it is a niche title.
Modders typically work on games that have a larger playerbase than this will likely ever have. I imagine it is hard to stay motivated working on a mod that very few people will ever see and appreciate, so it's understandable.
Exactly this. I think this game will prove to be successful long term over several years, but it peaked already. This is one of those games, similar to GE2RB, that will gain new players years and years from now who will play it as a single player experience, love it but not really talk about it.
I really hope this has done well enough across all platforms for a sequel to get the green light, but I have my doubts.
