If you use impact, best option is 25 ice and 25 willo.
Fire is just useless, its really only an aesthetic choice.
Ice is the second most useful, looks kinda nice on some weapons as well.
Lightning is useful, but enemies gain resistance to it after the first stun, so its niche.
Will'o is for the most damage, some weapons can get willo explosions upwards of 25k damage per proc, and some weapons can proc it multiple times in a single charged hit.
Will'o is a flat damage proc that's independent of weapon damage, so fast attack, small hit weapons and weapons with big swing arcs will typically benefit from Will'o a lot because you're going to be chaining procs more than pushing the raw damage on your weapon.
Ice is a damage amp against the afflicted part, so slower large hit weapons will typically benefit more from dropping ice and then seeing the big crit numbers popping up.
Lightning is very niche. It procs a paralysis on the target(think red thorn lv2), but it's unreliable to proc and has severe diminishing returns.
Fire procs a dot that applies a small set percentage per tick based on the health of the part. It's okay but once it's applied then that's where your weapon's usefulness largely ends.
Impact basically increases a hidden stagger meter on the target and when it maxes out there's a chance the target will get staggered for a time. However, impact got nerfed with the remake and can only hold a max of 50 elemental bonus total(where an elemental specific weapon can go up to the full 100). It is the only weapon type that can hold multiple element types however, so 25 ice/25 will'o is a fair option. (and is also now the only weapon type that can use All Elements Up modules to offset things a bit more)
Also worth noting Impact weapons are total ass to upgrade, requiring field resources that only come from the random special operations, only from certain operations, and they are not guaranteed to be there.
Keep in mind the elemental value on a weapon does not determine its damage, only the proc rate. If you want to increase the damage of an element(specifically fire/will'o) then you want Elemental Damage Up.
Also fire isn't as bad as I initially thought. Someone had the ingenious idea to use it to aid in severs and i've found that a fire Ez katze is actually pretty good at that, though will'o and Ice do it better you are also liable to kill the abductor before you get all the parts.
