My PC cost around 1000$ dollars and goes pretty easely above 60 fps at maximum quality. Dunno lol.
I guess this means that this dlc will never make it to consoles, just like the November update?
I built my PC myself for roughly 550 bucks. I have an FX8300 with 1050ti GPU. You don't need 3k to build something that is capable of 60fps
First of all, my computer is quite old. Quad core i5 4570 @3,2 Ghz from 2013 and custom model of GTX 970 that I can use with an overclock for the games that benefit from it (old games don't need no overclock, new games do) and 12 gigabytes of RAM.

Max graphics, 900p (because that's the native resolution of my display), low antialiasing (IMO you don't need no antialiasing in a fast paced racing game, but you know, it can be on low), shadows on "far".
In most of the maps I can maintain a pretty stable low 70's - low 90's framerate. In other maps it is lower, in a ballpark of low to mid 60's - low 80's.
A couple of maps have crappy optimization (a few maps from sigma and phantom territories, and all the existing rooftop maps too), those can vary in a range of mid 40's - low to mid 70's, FPS jumps up and down depending on your current location in those maps (because there are at least four of them).
Some maps need more work but the overall performance of this game is pretty good, developers have improved it quite alot in the past two updates. Don't forget that PC master racer can buy upgrades such as max health, damage and nitro buffs. You can upgrade your melee weapons, your firearms + increase max ammo, buy health and nitro consumables. That character also benefits from all the permanent upgrades, including that skill that regenerates your health as long as you're burning nitro.
My PC master racer started the game of endless mode with like 390 HP and 180 nitro points, and you lose only 1 HP every two seconds if your FPS drops below 60. That's as much as nothing.
Unless those two complaining dudes have some sort of old, ♥♥♥♥ tier laptops with weak CPU (all the laptops have weak, low clockrate CPUs) then there's no reason for this game to run poorly. Doesn't run poorly to me at all.
