It's a metamod plugin, so that means it requires the "-insecure" launch option to work.

I made a more friendly installer for windows than that link above.
It is easier but still requires you to make sure...
1. You place the files in the right place, I mean really check don't trust the installer to always find the right address... steam addresses are unpredictable in the windows registry.
2. Understand that you must set the command -insecure in your launch options or via a normal desktop shortcut.
They are the most common two failures.

Playing Military Conflict:Vietnam on a dods map like anzio you can see what should have occurred, that game is on the Source engine branch, has bots and is very easy to get a set working using some basic tools. [www.dodbits.com] The devs there are constantly improving (look at the news for that game)
But for dod and dods, the hours those teams put in, unpaid and and not acknowledged, Valve breaking them with updates, the teams fixing it each time. Awesome work.
I hope the new HL25 engine updates... don't break the Shrikebot and Sturmbot bots, so far they are OK.
