cl_cmdrate and cl_update rate attempt adjusting your connection rate. There are also other tick rate commands we can attempt adjusting however some servers you might join don't allow custom CL's and VAC will detect some of those adjustments and ban you / accuse you of cheating so be careful which ones you mess with and how far you mess with them.
As far as I know we cannot adjust where the hit box is. As we've always had to do playing online we just simply have to adjust our aim to compensate for lag: Where we aim isn't going to be where the bullet(s) we shoot hit. Shoot at a wall from different distances to see where your shots are landing compared to where you're aiming. Adjust how you aim to where your shots are actually landing, don't rely on the reticle because that's almost never been where shots landed in older online multiplayer FPS games.
From my experience only sniper rifle did good with registration
That net code is worse and the interpolation causes a wrong position being guessed by the game in between two packages.
It works and feels normal for tf2 but there were definitely more awkward moments in dods.
