We (www.dodsskins.de) also create server side skins according to customer requirements.
You can find some examples at our references (there are still many missing) or you can download them directly from our servers.

This game does allow custom content, things like player skins, sounds, map, models, etc.
They can be client side, or as you have experienced, pushed by the server.
If you're looking for more of a 'stock' feel to the game, try out the unit servers, they tend to keep downloads to just maps and medic mod.

It has sounds, models, materials and some random junk.
in the /dod/custom/ folder, make a new folder, call it Garand for simplicity sake. Take the files from the custom skin and put them into the Garand folder
Should end up like this
dod/custom/Garand/sound/...
dod/custom/Garand/models/...
dod/custom/Garand/materials/...
The 4 random files that are extra aren't needed.
Next - Either run a test map or find a server running sv_pure 0 and enjoy.
If a server is running sv_pure 1 or 2, custom skins will not work unless whitelisted by the server owner.
