This will allow you to decompile existing maps and see how things were made. Easiest way to learn when you're new is to exactly look at how things are made.

Remember, steam filters by game, tools and a few other options. If tools aren't selected, they won't show up.

Making a crappy map is easy, making a good map is time consuming.
As Mako said earlier, use BPS source to decompile maps to see how they are designed and their complexity. This will often also break the maps as it is far from perfect. You can also use tools like pakrat to add/remove/extract resources from maps, such as models and textures.
Also, make sure to give maps unique names, otherwise it will cause issues resulting in people not being able to connect to servers.
