Quick Switching to get out of scope or to work the bolt has never been an advantage. Its a myth and takes the exact same amount of time. People who cry about it or ♥♥♥♥♥ are simply bad at the game and use it as an excuse. The only reason it is done by higher level players is to get a momentary cross hair with the pistol in order to noscope if you must. Or to just have ur pistol ready after every shot incase of a rush. No other reason, no advantage, no magically sped up time.
To quick scope you need to press your sprint button directly after scoping in with a sniper rifle and this will reduce the lag time by about half. It only works with snipers not normal rifles.
The aim down sights in DOD:S has always been a toggle in other words you press once and its on and press again and its off. There is no option to hold it down. You are thinking of another game and time may have clouded your memory.
