Ok good, I'm not the only one.
Yeah, this is a complete showstopper for me. I've played with an inverted mouse since Quake in the 90's. If I try to play with a non-inverted mouse, my f***ing head explodes.
I can't speak for the others, though I hope they understood the title meant enabling invert mouse locks the y mouse axis.
If I un-check "Invert Mouse" and exit settings, I can look up and down fine. If I go back into settings and re-check Invert Mouse, and exit settings, once again I can't look up and down.
If I hold freelook (Alt for me), I can freelook up and down, and the mouse is correctly inverted. Let go of Alt, and it's locked again to the y-axis position at the time I released Alt. So, If I hold alt and look upwards, and release alt, I'll be stuck looking upwards.

You have to be next to a vehicle or boat. Enter the vehicle first, then exit. Face the vehicle again and choose Open Inventory instead of Enter vehicle this time. Close the inventory screen. Now you should be able to hit G to access your inventory and still be able to look up and down afterwards. *Note* You HAVE to enter the vehicle and exit FIRST before choosing Open Inventory or it won't work.
Please let me know if this is working for you!
