If you prefer to find them yourself by looting then like Cannaris said, the residential areas seem to have more guides like houses in Sultan, Woodhaven etc and apartments in Hayward and Brutes are good if you have ammo.
They can take hundreds of hours to acquire so I would suggest announcing your server and guides you seek on Discord and hope someone answers with good news.
Edit: Advanced guides spawn in the same places as the low tier ones they are just more rare.

Hayward Hotel 9th floor is a good spot for guides but to say even “sometimes” you come out with 4-5 is exaggerated. I don’t think there is anything special about spawns up there compared to the lower 2 floors (besides looking really nice)

Jaqui was talking about the top floor not the entire thing. Also yes, 3 for entire building sounds alright, but like anywhere else you could just as easily pass through the whole thing and find none. He is making it sound like the top floor is this magical place when it is not.
I hace killed a lot of brutes and they never vive me a guide. I suppuse that I hace bad luck
