also, the game is actually only dx11. the devs never added a dx12 build because dx12 wasn't stable in that version of the engine.
so its any way to force the game running on dx10?
build of cryengine the game uses doesn't support dx9.
i will try to force run with dx10, dunno if it works at steam launch options:
-DX10
-r_driver=GL
THIS GAME REQUIRES A DIRECTX11 GRAPHICS CARD. DIRECTX10 AND OLDER IS NOT SUPPORTED. THE GAME WILL NOT EVEN START IF YOU DO NOT HAVE A DIRECTX11 CARD.
Maybe you can switch back to test for your self which OS is better, at least for gaming...

I had the same problem as you.
My GPU is AMD RX 590 8GB.
My solution is to run Steam in Big Picture mode.
I went from getting 30~50 FPS to stable 60 FPS (I cap FPS) with graphics set to Ultra at 1080 resolution.
