Wait so Tier 3 on this list is good then right? Used to seeing tier lists with the best tier on top...

nop that the oposite good on top. this tiers list doesn"t take synergy in account it just a overall utility in all mode. Do also note regular character take 18 dupe to max but your early priority is a team of 8 dupe.

another important thing zephyr is buyable in boardgame shop and is a hight priority so that may help for your team build dupe

I need to take another look then because I also assumed it was going the other direction because instead of using a sensible ranking system they're labeled from -1 to 3. Who would assume -1 is the good rank if they weren't familiar with how this person ranked things?

It's entirely possible I'm blind but I can't find Sapphire on the list. Or Hiroshi, or Karen, or Mizusaki. There seem to be a lot of figures I can't find on here.

all this character are purple base so they are usefull at start but after a 3P team they are just fooder they have no place in a tier list since you are not suposed to focus on getting them on your roll

gold base missing on tiers list is henor who i think is lower tier 2 to 3
