Why are Rocksteady and Bebop weaker than Karai?
In gauntlet mode it's even more noticeable... Not sure if anyone really cares but I was just curious... Their Gauntlet fight is even easier than Leatherhead as well... mebbe could use a bit of a buff, or rearranged so Karai is the 4th boss.

Because they are not Shredder's grandchildren.
I'm pretty sure its by design. The hardest bosses are early in the run so you feel like you can practice. If you lose, its not that big of a deal. It would REALLY suck to have the hardest bosses later to practice on. I like the design.

What I don't understand is why Bebop says "Wait til Karai gets her hands on you". After you've defeated her. Were they originally before Karai?

because they should be the 2nd boss and karai 3rd. developers somehow ♥♥♥♥♥♥ up the order of levels and there is proof in the game - after defeating rocksteady first, bebop says 'just wait till karai gets her hands on youse!' implying that she will be the next boss. and she should be - thats why shes so 'hard' to beat, she was designed to be the 3rd boss but the player only has an upgrade from 2 maps.

The level placement is a little odd if you didn't fight them in that order: Bopsteady are in the middle of the city which makes sense to be the stage before the rooftops, and fighting Karai there with the Stockman barricades wouldn't make a lot of sense. Equally, it would be weird to fight her on a boat in the docks before then jumping up the roofs to get to Shredder on a skyscraper.

I interpreted it as Bopsteady having no idea what's going on and they're just out causing trouble; They seem surprised that they get boxed in by Stockman's robots, too, when that isn't anything new by that point either. It would also fit that Karai wouldn't be telegraphing her own plans to the idiot henches.

Gauntlet Karai does feel like the hardest boss in the game to me, though. I don't even know what changes for Gauntlet Bebop and Rocksteady, that fight is always over so quickly.

and now does it make sense? from the sewers you land in port (there are no sewers in ports), then on a ship, from the ship you swim to street and from street you go to the roof.
to me it doesnt make more sense than sewers >street >port >ship >roofs.

and thats the point - karai is the hardest, because at this point you should have more upgrades from 3 levels, not 2.

you can also explain what bebop says, but you know perfectly well that it doesnt make sense. the fact is - you have to come up with excuses for him to make it make sense. in such a wellwritten game? in which every character has a perfectly portrayed personality? do you really think the scriptwriter would miss something like that?

I get what you're saying, but uh... where do you think sewers terminate in major cities? Do you think ships only operate with docks near oceans, and not in rivers? Especially in New York? It makes way more sense for the Turtles to be on the outskirts in the sewers of their hideout to begin with, get closer to the main city via the docks, cross a river, and then battle across heavy street blocks before reaching skyscrapers.

I'm not making excuses for the idiot character to say something stupid, I'm just saying the idiot character might be saying something stupid. It's portraying their personality.

I also don't think it's impossible to no-hit Karai, but you definitely need to be playing conservatively and have some lucky pulls from early builds. If you get light shell from astral you trivialize all of the thrown shurikens from her and the minions, and if you have enough dashes her flame trails aren't so bad as long as you move correctly to bait. The only real element you can't control is where she tosses fire puddles, but you can always move to the other side of the boat to wait them out, she tends to only throw at you if you're far away.
