Either that or it's every OTHER choice... so like, I did a run with the flame amulet on and the first choice was flame, but the second choice wasn't... then I got to choose flame again... I managed to get the crit hit damage and chance abilities, which are the two best abilities you can probably get in the entire game but yeah... The game is kind of jank when it comes to all the behind the scenes math going on.
Maybe your interpretation is the way it should work, then.
From my understanding, the way it's supposed to work is:
!00% forced skill tree selection on next offering
22.5% chance to double select on said offering.
Once it does either of these things, it's done/burnt out for the run.
That's how any artifact of this type works in every roguelite I've played.
