Legendary "Mixed" explanation

There is literally no roadmap or explanation to get the "mixed" turtle powers. There's several people online claiming you need specific mix/match of turtle powers. which i first believed

Then i got a random run where i didnt have any of those elements but still got the options. IS MIXED LEGENDARIES??? fully RNG, i honestly dont know

I don't have enough experience to say with any confidence but that sounds like a bug to me. The only time I've ever seen legendaries populate a choice are when I already had the requisite pieces to make it. Maybe there's a slim chance to have it appear if you only have one of the parts? But it appearing with zero of the base powers sounds like something that shouldn't happen. Do you remember which one it was?

The only one I know or care about is Bright Springs, and you need Splash Damage and light embrace and to get Splash damage you need a water attack pickup of some sort with dash or attack then you get splash damage and do the same with astral and light attack and you will get lights embrace once you have those then Bright spring can be offered.
