For someone talking for all the "XCOM fans" and what they like, you're pretty ignorant about the genre. You may as well complain apples don't taste like oranges.
Xcom has both strategic and tactical layers.
The strategic layer is all about base building and economy management.
The tactical layer has turn-based combat with "nameless" expendable and interchangable soldiers.
