Tailor Guild Master Sue Vanished

I have made the fluffy cape, but guild master is not there so i can't level up from Fledgling in tailoring. Which means I cant take on any other jobs also. I've been playing for over 8hrs I believe and I'm starting to think it's been a total waste. I was hoping progressing the story on would make her reappear. I've even fast travelled to guild master and nope. I can't find this issue anywhere on the Internet. Very frustrated.

Update: After looking further, I dont have the recipe for the fluffy cape, which means there was a glitch somewhere after completing that quest. Sigh. Guess I'm starting over....
