Empty strangeling chests?

Trying to understand if im bugged or empty strangeling chests are normal when you have collected a few and they mean repeat drop?

I was hit by enemy once during opening strangeling chest and since then all chests are empty.

Usually they should contain those blue flowers once you got all of the chest strangelings.

there is only a few strageling in the chests from Bosses and such.
after you have all of them you find a few Celestial Flowers

I thought you would start to get upgrades for all of them after having all the different ones you can get from them, then flowers?

Upgrades are unlocked through other means. You just unlock -> flowers. The upgrades are purchases you must make at the base.
