Report a translation problem
I had this issue too, I went to all the small islands and nothing showed up. Eventually after I looped back through the islands a couple times, a red exclamation bubble showed up on the first island that I could select to continue the quest, and then the rest of the quest worked as expected.
So I'm not sure what triggered it but go through all the small islands and keep going back to the first x mark (closest to the town) till you see a red exclamation bubble. When you click it, it'll say something like 'she's not here, I guess I'll keep looking' and then the next island will have a bubble and so on.
edit: similar to those experiencing this bug. first location with the 3 exclaimation points were cleared triggering the first cutscene with Paulette and Rem.
Afterwhich, the quests deselects itself (no text on the top right of the screen). Manually selecting the quest from the "Quest" screen does nothing as it deselects itself again after heading back to the main screen.
Reviewing other people's playthrough, this seems to be the requirement to trigger the other exclaimation icon to appear on the next island. Without it, it seems the quest can't progress even though you are standing exactly where the
