Report a translation problem
Otherwise, you'll have to track down the issue with connecting to the region servers. Problems could include firewalls, TCP/IP stacks, or be external to either you or Jagex. There's been plenty of information on these before, so you should be able to find them on the help forum.
Like I said though, there's plenty of advice on the forums, even in sticked threads. It's there if you search for it.

Solution:
Go to "Windows firewall with advanced security" Then "Inbound rules" And find Block N Load
Double tap on "Block N Load" go to "Advanced" then un-tick "Private"
Some of you might see two "Block N Load" tabs, I did this on both tabs.
Now Block N Load Works!
