My system includes:

Intel i5 Ivybridge
Windows 7
Before my solution, I attempted one fix using the registry to set the preferred graphics device. Instructions here: https://www.neoseeker.com/forums/5410/t1728840-graphics-settings-d3derr_driverinternalerror/
It was not successful, but may or may not have been necessary for the following things to work, I'm not certain. Skip for now if you're unsure, as touching the registry can be sketchy.
Immediately afterwards I tried the ENB Dx8 to Dx9 converter. Although it was recommended for a different issue, and even developed for a different game, the game at least finally started up.
1. Download here http://enbdev.com/convertor_dx8_dx9_v0036.htm
2. Extract into the WK:B directory (Steam\steamapps\common\Warrior Kings Battles)
In case you had the next issue I encountered where upping the resolution causes the game to crash, I used the WKB Starter: http://www.moddb.com/mods/warrior-kings-battles-advanced-game-starter/downloads
1. Download latest version
2. Install into WK:B directory (Steam\steamapps\common\Warrior Kings Battles)
3. Set resolution in "graphics"
Happy days, and god bless these modders. Other useful stuff can be found at: https://www.pcgamingwiki.com/wiki/Warrior_Kings:_Battles
