I can tell you that this game was/is awesome with an old middleclass card. Even from 2006.
well obviously not if your dropping to 6 fps...
I think the reason why the game is doing this is because it can't handle multi-cored CPU's.
PS: Apologies for the necro, but there has to be a way to fix this. F2 is one of my favourite racing games and it saddens me the fact that I can't play it anymore. I tried forcing the game to run at one core using a batch file and set affinity options. Nothing worked.
Try running the game in Win XP compatibility mode.
