Yes, there is no exe-release there, only a source code uploaded. The idea is to download it and build exe yourself. I've tried to make it with latest Code::Blocks, but the code has some unfixed compile errors.

what about flatout ultimate carnage? Got the xlive and everything and says: Cannot open file: data.bfs

all FlatOut games have different BFS formats, so a tool made for FO2 will not open FOUC etc. I found this one and it managed to open even PS Vita FlatOut BFS so i suppose it should work for you too. https://github.com/xNyaDev/bfstool/
