Under the Windowed heading on this page, download the .zip, copy only the d3d9.dll (11k size file) inside the .zip into your FlatOut2 directory and when you next run it, it will be Full Screen Windowed, I have 2 monitors and verified it behaved properly just now, doing just that only and I am using Windows 10 64-bit version.
The game didn't flinch at all and was able to go to an opened browser window and the game stayed opened in Full Screen on main monitor.
*If the game gives a can't find steam error, it's bugged, restart steam and the game will work again, has nothing to do with this Window fix.
*Rename the Savegame directory is also an alternative way to reset the game so you can go into the video settings again. (found inside your FlatOut2 install folder with the FlatOut2.exe)
