Wont remove from my account

I uninstalled and removed this app completely from my account and when i turned my pc back on the app is back and fully installed. anyone else having this issue?

yup. Its making me wonder if theres some spyware or something that keeps trying to install it

From what I understand, the auto-start icon doesn't remove itself when you disable it in the options menu. Or doesn't always do it. I had to manually remove it, otherwise every time I started up my computer Steam would try to open it and then ask if I wanted to install.
