Sorry for bringing this discussion for Lore-correctness level mate.
A techmarine who learns of the Fallen, for example, may be obligated by their oaths to Mars to preserve that knowledge of the Fallen and present it to the Adeptus Mechanicus. Such a thing obviously could not be allowed within the Inner Circle.
I would assume that the tech-adepts that tend to the Deathwing's armor are a combination of servitors and insular Chapter serfs that see very little outside of their workshop on the battle-barge.
Your answer is very good for me and ends this discussion, but this could be showed more clearly. This guys look like normal Tech-priests. I mean devs could do this models different more based on lore you described.

By the way in tutorial dialogues they don't have names or ranks but serial numbers for example WL071 but on their torsos are Ad-mech skulls and symbols. Pretty confusing.
