They just refuse to escape.
I did escaped the first prison and 1 inmate still have enough Opinion about me & still following me after taking over the prison, which we both happened to escape (which apparently the snipers didn't shoot him)
From my experience, when I dragged a prisoner outside of the prison, the Guards paid no attention. However, since you need to be wearing a guard outfit, your heat will slowly increase due to the fact that you have another prisoner near you. It sorta does that.
If you lead them outside the prison and walk to the edge of the map, successfully escaping, the prisoner will just sorta stand there as the screen turns into the escaped screen. For now, other prisoners can't join your escape, and are limited by being unable to go through tunnels, vents, or holes in the wall/fence. They'd just get stuck.
