There's a computer in the top most building in the room to the right of the entrance. You gotta watch out though. Prisoners are not allowed in that building, so make sure there are no guards in the room when you go to learn.

Yeah, but what can you do? You can try to wear guard outfits, but they don't always work, so you'll get beaten up for trying to increase INT quite a lot before maxing it out.

But that’s such an inefficient and impractical way of raising a very essential stat, ugh, I’ll figure it out, this is gonna suck
