trouble with wet bandit

I read that you should just flush pillows and sheets down but I have tried dozens of times and the toilets never flood no matter what I flush down them. Is there something i'm not understanding about this or do I just keep trying?

I am having the same problem. I am on 5 and I got them from making bed dummies and flushing them. Nothing else seems to work

The toilets actually flood more often if you flush absolutely nothing down them. Just try to flush a bunch of toilets repeatedly. You can get the achievement within 1 game day if you are on a map with alot of toilets/the toilets are repeatedly unclogged.

you were right I am having alot more luck just flushing nothing which is pretty dumb
