It's a bit sad honestly, I don't see myself supporting this dev team because they put in minimal effort to charge 3-4 dollars for content where if they had 5 maps per DLC, I'd be all for it, but to only have 1 new map that you have to for in order to play a unique experience that is unique to that single map, I have an issue with that. It's a single experience that once you figure out how to win you have nothing much to lookforward to and that's a shame. What made teh base game fun were the fact you had different maps to play through but with each DLC only offering 1 map it's like, why.
And... regarding the bonus map DLCs, they aren't just a quick hour of work in the map editor :P Any new content, DLC or not, costs money and time to design, to code in new mechanics and features, for artists to make new tilesets, objects and sprites, for a composer to make new music for, to port to five different systems (with all the headaches that brings), for a translation company to translate the new text into multiple languages, and for a QA team to spend weeks testing all the builds (windows, mac, linux, xbox one, ps4). All these services cost money to develop and keep people in jobs, that's just how business works :)
Personally I rarely buy DLCs myself as I never finish games, but for those that want more content besides the thousands of user made maps (a lot of really good ones too), the option is there.
I can't provide any input regarding Escape Team or Duct Tapes are Forever because I don't plan on spend $4 for a single map, no matter how much new content it might add or interesting game mechanics might be available, so I haven't played either of them yet. I will probably pick them up during the next big sale, assuming they get at least a fifty percent mark down to place them in my DLC sweetspot.
The base game is complete and well-put together. I would have liked a few more maps in the original game because when I played it for the first time, I eventually finished all the maps and was disappointed to learn that the map editor wasn't available yet and there were no new prisons to conquer. If anything, the fact that my main complaint is that I wish I could play more of this game means it can't be that bad of a game. The gameplay is solid, the artwork is appealing, the music is pleasant and the prisons are brutal. Paired with Prison Architect, you can experience the joys of building a prison and the joys of escaping prison for the perfect two-part prison experience. At this point, the additional fan generated content more than make up for the relative brevity of the base game and the paid DLCs provide new high-quality maps to explore, for a little extra money. I'm happy to give a little extra to support the game developers as long as the additional content is reasonablly priced. And if you don't want the extra maps, you can just enjoy the orignal prisons and play fan-made prisons until you see duct tape in your sleep.
unless its like .50cents
