Given, the AI was pretty awful, but it was still fun.
Victory at Sea's Campaigns are open world. You can select ships, in order to build up your flrrt, attack convoys, take ports, repair ships ect. :)

1: I'll answer your first two questions in reverse order. The ships available to you depend on your rank. Each time you rank up, more (generally heavier) ships become available.
2: You can choose to add ships from the available selections (see 1) to your fleet, which you pay for with 'war bonds' (the game's currency). You cannot influence what other fleets do or have.
3: There is no time in the game, no date, and so the only limit on which ships you can buy is your rank.
4: Currently, the ship selection only includes actual ships, not hypothetical ones.
You didn't ask, but I notice you mentioned two German ships. There is currently no Axis campaign, so naturally you can't build German ships in the campaign. This may be added at a later date.
