are you indeed running the UBI connect launcher as well as STEAM with Administrator rights enabled
where did you buy the copy of the game you are running as i see you did not buy it on steam
i also have a non steam copy..purchased from ubi connect all i do is delete the files in the 420 folder before i load my game ..and boom restart the game .. and yep the option is there for .......... start a new game
note also this will also delete your main far cry 4 save game .. the two are not separate
so back up your save files .. if you require save game back ups files look in the far cry 4 troubleshooting tips section pinned above
there are links to my saves in section 14 ..see the read me file in the .zip for how to use em and how you can make your own save file backups
and yes its Normal that file dropper will issue a warning ,, my .zip of far cry 4 saves is totally safe
Regarding why there is no option to start a new game, I am not sure, but I will forward this over to the team for sure!

remember
each save consists of 4 small files
1.save
1.save.upload
2.save
2.save.upload
one is an auto save the other is a user created save point, the other ones are upload files that save to the cloud ,and it will always make those .upload files even if you shut off the cloud save option in Uplay settings
just delete all in that folder and go restart your game and ya should be good
as long as ya have the UBI cloud save option ticked to off in UBI connect settings
