Can confirm Akunamatata's location works. Only took 4 bait until I got a snow leopard.

No, at the start of the game you are at De Pleurs Mansion.

Akunamatata is right, I baited for snow leopards easily at the small lake just a little north of Banapur. Also pulled clouded leopards, tigers, bears, dogs, etc..

Throw the bait on the Himalayan missions, and every other animal will be a Snow leopard. Every time you skin an animal you get more bait. Throw lots of bait at the enemy and they'll all kill the leopard for you.
