they are randomly all over.

Some of the outposts have them too in cages.

so theres no village or ranch to find them?or is there like a hunting ground?

Well I think there are alot of them in Mid Kyrat at river places. Actually they are randomly placed :) Just saying where i noticed more of them at one place :p

No elephant farm/ranch ;) or hunting ground, they are just randomly spread over map.

and you can find some around the entrance of around 65% of the outpost

I had been looking for about an hour and I couldnt find any. Then NE of Radu Gadhi (however it's spelled), I found one. Not too far NE , check around 569 - 612

I would guess that you just started playing the game? right at the very start you don't see elephants. Currently in my game I would be asking "where do you NOT find elephants"? They are all over, except in the far southern starting area.
