As a general comment, it's looking to me like the designers have made the effort to ensure that you can get all completion items after finishing the main missions. Far Cry 3 owners may recall that game initially had one completion relic in a cave that became inaccessible after the main campaign was finished and prevented a subsquent attempt at 100% completion. Ubi took a lot of flack for this and issued a patch that gave you credit for that one item so you could still go after 100% once the main campaign was over.
I believe Ubi has learned from this lesson and has designed Far Cry 4 so that all unachieved completion items are still available after the main campaign. For example, you can still blast open the doors at the back of Min's fortress to reach his palace and collect one of Ghale's Journals if you missed it during the last mission. I made the mistake of only destroying and not hijacking any of the cargo convoys before taking all of the outposts which also ended the convoy runs. However, you can resset the outposts to untaken which restores the cargo convoys and lets you accomplish the 3/3 hijacking competion requirement.
Regardless of my above speculation, I do need to point out that I am still missing 4 waepons (60/64) which is all that is standing in my way of 100% completion. However, I continue looking for these items because the signs to date do seem to point towards 100% competion being achievable.
It should be noted that a number of people state that they have reached 99.99% completion with all progress items shown as accomplished. I'm guessing that this is a rounding glitch so that if I ever reach 99.99%, I would consider this challenge done.
RageMojo, what "big boat" are you talking about? Tried them all I think.
Perhaps the weapons are those you must pay for using Uplay?
