Versions installed via steam are located here:
C:\Program Files (x86)\Steam\steamapps\common\Far Cry 4\
But there's also files duplciated in under a Ubisfot directory here:
C:\Program Files (x86)\Ubisoft\Far Cry 4
C:\Program Files (x86)\Steam\steamapps\common\Far Cry 4\ is where i removed the FarCry4.dll
I'm gonna try doing this to the file in the Ubisoft directory.

EDIT don't try this it complains of missing .dll
It should work with quad core or higher--in theory. From what I have read on the interwebs, the game is hard-coded to do most of its processing on the third core (#2 using base 0 indexing). So the game won't run on dual core because it tries assigning work to the third core, and then runs into trouble because this doesn't exist on a dual core.
No dice alas, just tried it with restarting Uplay and running it from Uplay. Thanks though!
I've tried using dependency walker to identify the problem with FarCry4.exe under steam/steamapps/common, and it looks like my problem might be with FC64.dll.
It seems to be missing a "MSS64.dll" and also has the error "Could not find the section that owns the Delay Import Directory."
I don't suppose you got it working on a 32bit OS, and so you have a FC32.dll?
I want to see if FC4 is having trouble with any special first time run stuff--my comptuer doesn't have this file and I assume crashes before/while it tries making this--so I wonder if this can be bypassed by using a valid GamerProfile.xml?
I've already tried using -skipinto in the launch options.
I've read somewhere that Far Cry has problems with the multiple cores in the processor. This is probably because the game is made for consoles.
Well i got a solution that worked for me. Type MSCONFIG in the start up tray, click on it. Then go to BOOT then ADVANCED OPTIONS. If your ''NUMBER OF PROCESSORS"" says 2 then make sure it says 1 or unselect it, click OK. Windows will ask you to restart your system. restart your system.
This worked for me, i have a intel i7 4770K 3.5 GHZ processor, so maybe it's the solution for you
