I complete this outpost mission in many different ways, but even though I get the blue success haze and if I select Leave or Restart the mission always restarts. Is this a permanent enemy outpost?

Yeah it should be far from empty. In fact it's one of the ones that immediately gets a thick presence of both Golden Path and Royal Army trying to retake it.

I use it to farm a lot of predators, hunting with bow atop the rocks at it's corner by the road. I have to be careful to do it in a spot where no GP or RA nutjobs interfere.

I've verified the files and all fine, the problem comes when I've completed the outpost killings, I get the blue haze success video and the screen that shows the breakdown of my score. The two options to continue Restart or Leave both send me back to the start.
