How do I unlock the Mad Devil Fashion Week quest?

I've liberated all of the outposts in Kyrat but this quest is not showing up. According to some posts I've read, liberating the Key Gold Storage outpost should unlock the mission, but that didn't happen. I'm so sick of getting "wallet almost full" and "wallet full" messages every time I loot something. Any assistance would be appreciated.

I bought all the maps and upgraded all my weapons. I suppose I could pay for the weapon paints. Still doesn't explain why I'm not seeing this fashion week quest after all towers and forts have been completed.

is the mission does not show up at that location verify your game files

thats where you get the mission .. i looked it up your right Keo Gold mine storage outpost i forgot to write it down during my first play thru of the game
