You should probably be careful with that. Just like using a VPN to buy or activate games, this is definitely not allowed and could cost you your account. On top of that, depending on the game, it might not actually work, because some versions of games are restricted to run only in specific countries. If you buy and activate any Wolfenstein game in the US and then move to Germany for example, you won't be able to run the game anymore, even when it's already in your account. If you feel like you have to do something like this (which I would advise against), definitely check first what Steam DB says in the column "prohibitrunincountries" for a specific version of a game. As an example, if a friend were to add the American version of the Kane & Lynch collection to your account, you wouldn't be able to run any of the games here in Japan, because the US versions of those games can't be run in Japan (or Germany).
Unfortunately, nobody has commented on the state of the Japanese version yet. I only found a Steam review where the guy says that some parts of the game have in fact been censored. I guess I'll just hold off for now. If I only get a censored version, I won't pay anything near full price for it.
There was a sale last month already where the game's price dropped to 40$. The game just wasn't available in Japan at that time.
The official words (and I guess they were talking about consoles) was that only censorship added was some additional clothing on naked boobs. I picked it up today so I will see if there is any censorship. However, I am guessing it is hard to tell any censorship since I have nothing to compare to. At least I can comment if there was boobs or not.
I actually contacted the guy who mentioned the censorship in his review, and this is his reply:
"It seems that Arena woman(who is naked in US/RoW version) wears clothing in Japanese version."
It looked it up on Youtube, and this is apparently the scene he is referring to. You basically see a bunch of painted breasts and a very blurry view of the protagonist's penis. (Edit: Heh, Steam censors the word p-e-n-i-s)

I'm always amazed at how people who censor media seem to be completely out of touch with the modern world. When you can simply look an uncensored version of everything anyway, what's even the point...
here is the good news, you can expect this to happen to GTA V after a short time as well. When old games are released for brand new retail, they do horribly and the price changes drastically thx to damage control
yeah I was interested to know. thanks a lot for following up on this. helped me a lot. incidentally, how's this for a conspiracy theory.. japanese version delayed til now just so they can insert this censorship. what do you think? also, i really feel that after all this shoddy treatment by ubijapan, this censorship is the final slap in the face. won't be buying. thanks anyway.
And I bought FC4 during the Summer Sale, so basically Ubi just lost something like $40 in pure profit that they could have otherwise had from me. I've also put Ubi games down near the bottom of my list of things to look forward to, and will never pre-purchase from them again. You gotta wonder, what manager is sitting up there somewhere thinking that he's doing a great job with no clue that his customers hate his guts?
Actually the penile member conceivably falls under infrequently enforced laws against obscenity[en.wikipedia.org]. It's not surprising that a large company might not want to risk falling afoul of these. The breasts are almost certainly not a problem, though; I don't know what happened there.
Regardless, Ubisoft has been releasing games in Japan for many years now, and it should not take them months after release to figure out what's going here and get appropriate tweaks ready. I too would have bought immediately on release, but instead I also waited for a sale and now do that for all Ubisoft games. Their loss.
