Some Sound Effects are missing... Or under water.
There are a few sound effects in the game that aren't playing right. For example, opening doors sounds like I have ear plugs in, and the reloading sound just isn't there... Or it is, and it's just not playing at a high enough volume. Cars and firing weapons both work fine. Footsteps and jumping. Nope.
This has happened before, but it just went away after a few days of not playing the game. I'd like to know what is causing this so I can fix it. I've tried verifying my cache, and still nothing. I'd tinker with the sound options, but there aren't a whole lot of them.
Any help would be amazing.

This happens from time to time; it's nothing on your end. It's a bug that will go away when you fast travel.

I tried that. Still didn't work.
Keep fast travelling, thats how I fixed at least

Have you tried tinkering with the settings for your system, instead of just the ones in the game? Some games hate the way Windows processes system sounds and start cutting out or going all muffled.

Two things to check:
  • what is your system's sample rate and bit quality set to? Every OS is different, but in Win 7 Ultimate, you right-click the volume icon in the system tray, or you can go to Control Panel, then Sounds. Then, you click Playback Devices, then you select your sound option (even though I'm using headphones, it's listed as Speakers) and then choose Properties and then Advanced. What sample rate and bit depth are set there? 24 bit and 48000 Hz seems to be a good compatible setting.

  • Also: close that box and look for the Communications tab. Make sure you check Do Nothing in that dialog, then close it out.

    Those are easy to check, and they might not help at all, but those settings are critical for a lot of games and anything it doesn't like causes anything from minor to major issues with sounds in games.

  • Maybe you can try updating your sound drivers. Do you have a separate card, or onboard audio? Either one will have driver updates and maybe you don't have the very latest. Sometimes just reinstalling them helps.

  • Did you try manually reinstalling DirectX and anything else the game needs (like VC Redist)? Sometimes those solve some issues. I always try installing the ones that come with the game, and then go to Microsoft's site and download the latest from there, when nothing else works.

Just some ideas to check on and test out.
