Report a translation problem
right click on your speaker icon in your task bar
select playback devices
select your sound card or (default playback device )
right click on it select properties
then go to the Advanced tab and change to sound format
mine is set to 16 bit , 44100 Hz cd quality
if that oprion is not there try change to other available settings
and want your sound to come from your monitors speakers (if it has them)

FINALLY
ok SO: in playback devices, had everything there disabled except the one I was using, however the NVIDIA audio drivers in "DEVICE MANAGER" weren't disabled (yes I know I'm retarded), however I disabled them there, started game, and everything was still quiet...However this time EVERTYHING was quiet, including sounds/music in the main menu. After that just boosted master volume for the game, restarted game, and all sound works appropriately!
Thanks for the help, if anyone else is experiencing these issues and tried most found fixes, be sure to check audio drivers in device manager and ensure everything but the one you are using is disabled.
