Dont use spares i think that locks it to 30fps as its half

PCSS soft shadows alone will eat your FPS
try other settings for AO also as HBAO + may be too high
you never mention what resolution you are trying to play at // i HOPE Its not 4 k as a 1660 ti card is not enough for 4 K

God rays - off- not a fan of how it looks (can make the game unstable..even on Titan X and GTX 980 Ti cards )

in Nvidia control panel, i made these changes
Anisotropic Filtering = 16 X
Set Power Management Mode = Prefer Max performance
Again ,game looks fine to me and plays stutter free on my system with zero crashes
as the engine for FC 4 is OLD and does not need that many cores .. limit them to 4 of your fastest ones
remember this games last patch for FC 4 was in 2015 years before your CPU was even on the market

Max Pre Rendered Frames = 1 <------- Nvidia tuned up their Max Pre-Rendered Frames and re-branded it as Ultra-Low Latency Mode now ..
Set Power Management Mode = Prefer max Performance
again game looks fine to me and plays stutter free on my system with zero crashes and i'm well over 60 FPS according to the in game FPS counter
Even if i change the quality settings it is still on 30fps
and reinstall my video Drivers with a new clean copy

also try an older driver .. the latest drivers are no longer optimizing for 1660 series most likely as the 3000 and 4000 series cards are out now with the 5000 ones coming
i always stick to older drivers for my vid cards .. if it works dont screw with it
nvidia has screwed up drivers before in the past ..many times with this title
your GPU is capable enough to run the game in 1080 P at the highest settings .. just shut off the Nvidia game works options and use other settings
a 1660 ti should have a lil more UMFFF than even my old GTX 1060 factory overclocked card .. unless your on a laptop
if your PC is a laptop its probably running too hot ..
