make sure every thing has a check mark on it and shows as installed

my DLC shows up fine here ,,but i bought the game the day it shipped and added the DLC keys into Uplay when i bought the season pass a month later ..then had to wait for the DLC to be released
Steam did change some things around the time of the steam Summer sale 2016 with how it handles Uplay Activations
as it no longer shows my base game CD key .. just my season pass key
so yes thats a steam ERROR
make sure you have the most up to date version of Uplay installed from the Uplay website as steam does some times install an older out dated version
other then that contact Ubi Support
open a support ticket or contact Ubi support for your region
you can open a support ticket with Ubisoft Support at https://support.ubi.com
or try to contact them via social media to see if they can update your ticket

also no matter what you will not see the DLC listed in Uplay AT all
only on Steam ..in your game library
the steam version of the base FC 4 game is different then the Uplay only version
hence if you buy your base game on steam all your DLC must be bought on steam
if you look on the origin website they even have a warning at the bottom of the page that says you cant use the uplay version of the DLC with the steam version base game
and see the tips section pinned to ther top of the forums about DLC ..and how the steam version is not compatable with other versions of the DLC that you can buy online
bottom line your base game must come from the same site as your DLC
what DLC are you looking for ?
if you mean escape from durgesh or VOY you acess that from the right side of the main game screen (where MP is )

the hurk Deluxe pak and extra missions do not come all at once ..you have to complete other levels before they will show up
the missions do not appear right away you have to complete others to trigger them
Blood Ruby - accessible after completing A Cultural Exchange.
Yak Farm Mission - accessible after completing A Key to the North.
the syringe mission only coems with the season pass i think and you must complete one of those two levels .. i forget which one
blood ruby an yak farm and the syringe mission appear as a yellow star on your game map by varkashot fort in the south east (Pauls Depleur's Fort )
if you mean the guns from the hurk pak they are all signature weapons
and are availble to equip from any weapons locker at the start of the game
they are
the driller PKM machine gun
the sand man silent .45 pistol
and the elephant gun
the Butcher’s Machete is only available in the arena ..all it does is changes your blade to look like a tanto style blade and has a bit more reach and damage.. and again is only available in the arena
the hurk harpoon gun only is added once you do all 3 hurk missions so you only get it very late in the game
Speak No Evil - accessible after completing Sermont on the Mount ( Loginus Mission).
Call of the Wild - accessible after completing Speak No Evil.
A Familiar Feeling - accessible after completing Call of the Wild and Key to the North.
Harpoon Gun - Available in the shop after completing A Familiar Feeling.
Steam has its own version of FC 4 and DLC so they could add the Steam DRM to it
if you select DLC in Uplay it'll only direct you to a store link to buy it , even if you already own it
steam and the Uplay only versions of the game are very different
they even use differing save file directorys ..
with the Steam version your save files go to
C:\ Program files X86 \ Ubisoft \ Ubisoft game launcher \savegames \ * a folder with a long series of letters and numbers ,varies from system to system *\ 856
with the Uplay only version they go to
C:\ Program files X86 \ Ubisoft \ Ubisoft game launcher \savegames \ * a folder with a long series of letters and numbers ,varies from system to system *\ 420
hence if you buy your FC 4 game on Steam your forced to buy all your DLC on Steam so Valve can make more cash ..and not have to develop games anymore
the default DRM for FC4 is Uplay ..not steam
the dvd versions do not use steam at all .. only Uplay same with the origin version as well as many other sites that sell this game and other ubi titles online
Uplay is the default DRM ... not an added one ..Steam DRM is the added one if you buy the game on Steam
same with Far Cry 3 and Far Cry Primal and the Division and other Ubisoft Developed titles
