I've got a Ryzen 5 5600X, 16 gigs ram and the same gpu and am able to run the game at ultra settings.
Don't know about fps, but I'm pretty sure they are well above 60 since there's no stuttering at all.
if you have soft shadows on disable it use ultra for your shadow settings soft shadows will kill your FPS

in Nvidia control panel, i made these changes
Anisotropic Filtering = 16 X
max Pre render frames = 1
Set Power Management Mode = Prefer Max performance
game looks fine to me and plays stutter free on my system with zero crashes

might be drivers i know AMD in the past had driver issues with this title ..but i thought by now they fixed those ..heck i even ran this title on a ASUS r 9 270 X with out much of a problem ..years ago ..could only do med to high settings on that old GPU
swapped that out for an asus GTX 960 in my old rig .. that only had a core 2 quad Q 9650 oc to 3.6 ghz to run the game in high / ultra settings
open your gamer profile .xml file for FAR CRY 4 with notepad
disable loading mip and max buffered frames change the settings
and edit it .. see this guide it mentions it

again dunno as i do not run an AMD gpu any longer ..as i had nothing but problems with the past 2 AMD cards i bought (with yes drivers ) .. i only buy Nvidia anymore
bought it the night it shipped back in 2014 on steam .. have over 1200 hours on my steam copy .. and in early 2019 i bought a uplay only copy when it was dirt cheap .. thats all i run now , so i do not need 2 clients open to run the game + my map editor on my Uplay copy , works PERFECT ..the steam version has a bug .. since Steam changes the install paths as well as even save file locations and added more DRM
